If a photograph has been entered in the Club exhibition this year (2013) but has not been entered in any previous merit comps can it be entered in this years merit comps?

Answer to your query, extract from SPS Competition Rules : Prints and images used in the Merits Competitions during the season can be used in the Annual Exhibition, but must not have been used in a previous Annual Exhibition. "If entirely new work is entered then it can be used in the following Merit Season"
Extract from the 2013-2014 programme.

What about entries to the annual exhibition that were NOT accepted?
For example if i submitted an image to the last annual but it was not accepted can it be entered into a future merit?
